10th AND 11th FIVE YEAR PLANS IN INDIA

TENTH FIVE YEAR PLAN (2002-2007)

The 10th Plan was conceived in a vibrant and fast growing economy in the post-liberalization period. The main goal was to attain 8% growth rate of GDP per annum. Besides higher growth rate, the Plan had the following targets: -

 

 

* Reduction of poverty ratio by 5 % by 2007 and by 15 % by 2012.

 

* Gainful employment to the labour force over the Plan period.

 

* Universal access to primary education by 2007

 

* Reduction in the decadal rate of population growth between 2001 and 2011 to 16.2%

 

* Increase in literacy to 75% by 2007

 

* Reduction in infant mortality ratio (IMR) to 45 per 1000 live births by 2007.

 

* All villages to have access to potable drinking water by 2012.

 

 

The 10th Plan which was to achieve 8% growth rate had to be content with an actual of around 7%. Besides, the performance of the farm sector was not very encouraging. Regional inequalities and unemployment rate shot up. Overall, the 10th Plan failed to meet the goal of growth with social justice.

 

 

 

 

ELEVENTH FIVE YEAR PLAN (2007- 2012)

The 11th Plan proposes "faster and more inclusive growth" as its basic goal. To realize this, it is essential to reduce poverty, plug the rich-poor gap, and extend basic amenities like health, education, clean drinking water, sanitation etc. to a larger population. Simultaneously, we must try to achieve rapid growth to raise living standards of our people.

 

ECONOMIC GOALS - 11TH FIVE YEAR PLAN

 

 


To accelerate the annual GDP growth to 10% and maintain it at 10% to double the per capita income by 2016-17

 


To increase the farm growth rate to 4% per year

 


To create 7 crore new job opportunities

 


To reduce educated unemployment to below 5%

 


To raise the real wage rate of unskilled workers by 20%

 


To reduce the head-count ratio of consumption poverty by 10 %

 

 

 

SOCIAL SECTOR GOALS - 11TH FIVE YEAR PLAN

 

 

► Increase the literacy rate for persons 7 years or above more to 85%

 


Reduce Infant Mortality Rate (IMR) to 28 and Maternal Mortality Rate (MMR) to 1 per 1000 live births

 


Provide clean drinking water to all by 2009 and ensure no slip-backs at plan-end

 


Reduce malnutrition among children 0-3 years to half of its present level

 


Ensure electricity connection to all villages and Below Poverty Line households by 2009 and 24-hr power supply by the end of the Plan.

 

 

 

Though the 11th FYP in its last year, the projected economic growth has not been achieved and it certainly has also failed to achieve an inclusive growth. It is, therefore, imperative to step up growth to realize the basic goal of this Plan.
