A battle brews between the bureaucracy and the polity in Uttar Pradesh, at the heart of which is suspended IAS officer Durga Shakti Nagpal. Even as the state gears up to chargesheet her, a report by the District Magistrate states that Durga did not order the demolition of any mosque in Greater Noida. In fact, the DM's report alleges that she has been framed by a Samajwadi Party leader who reportedly controls the sand mining mafia in Noida.
The SP leader had a grudge against Durga following her offensive against the illegal sand mafia in the state. While Durga was reported to have acted on orders from Lucknow, her actions reportedly harmed the the SP leader's interests. He even tried to get her transferred out, but failed. In his report, the DM states that Durga did not order the demolition and that the mosque was demolished by the locals who had been asked to get permission for the construction or to demolish the structure. The report also adds that when the construction stopped, there was no religious structure as the construction had just begun.
The state government, however, ignored the report and justified Durga's suspension by saying that her orders for stopping the construction during Ramzan would have created communal tension. Debunking this claim, the DM's report says that neither the police nor the officials had feared riots or communal tension.
Durga's suspension has been decried by the IAS Officers Association as "extreme". The association plans to take the fight to the Prime Minister's Office to press for Durga's reinstatement.Meanwhile, the Uttar Pradesh government is readying a chargesheet against her. Durga would be given 10 days to submit a written explanation. If the state is not satisfied, a chargesheet against her could be filed in 45 days as per procedure.
Durga, a 2009-batch IAS officer, had cracked down on illegal mining in Greater Noida and had seized nearly 300 trolleys of sand from the Yamuna river bed nad collected Re. 82 lac as fine. She also formed special flying squads to check the menace.
